Why Hong Kong's Salaries Tax Is So Low (and How It Works)

Hong Kong consistently ranks among the most tax-friendly places in the world for salaried employees, and the mechanics of its salaries tax explain why.

Progressive Rates, Capped by a Standard Rate

Salaries tax is charged progressively on net chargeable income (after generous personal allowances), but crucially, total tax is capped at 15% of net income before allowances — the 'standard rate.' Whichever calculation produces a lower bill is what you pay, which keeps effective rates low even for higher earners.

No Separate Payroll Tax on Employees

Unlike many countries, Hong Kong doesn't layer a large mandatory social-insurance deduction on top of income tax. The Mandatory Provident Fund (MPF) retirement scheme requires modest employee contributions (typically 5% of relevant income, up to a cap), which is far smaller than CPF in Singapore or National Insurance in the UK.
